Skills & Experiences

Project Manager

At least 12 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program is required (at least 8 of these years must be in a management/leadership position).Substantial experience in the education sector, preferably in similar development contexts as Lao PDR, is required. Ample experience in program design, policy dialogue, strategic planning and implementation, education reform and national level quality improvement is required. S/he must also have demonstrated experience and knowledge of capacity development, professional development, and systems strengthening. Experience and demonstrated capacity to build and sustain partnerships to achieve development results is preferred.

Senior Reading Specialist

At least 8 years of technical experience in international programs that work specifically to improve early grade reading is required. Prior experience with the development of early grade reading materials, training programs, classroom monitoring protocols, and tests and assessments, including Early Grade Reading Assessment (EGRA), is required. Prior experience working with communities to support reading is preferred.

Senior Linguist or Language and Literacy Specialist

At least 6 years of technical experience in international programs that work specifically to improve early grade reading is required. Prior experience with the development of early grade reading materials, research on linguistic aspects around reading development, bilingual education and biliteracy, student assessments of reading (including EGRA and EGRA-like tools), is required,
